Efficiency is a measure of level of performance measured in terms of output per unit input. The efficiency is a quantitative measure of work done. It implies avoidance of wasting materials, energy, efforts, money and time in achieving the desired result.

Effectiveness is a qualitative measure of level of performance and work done. Effectiveness measures the degree of success in achieving the desired result. It is more interested in the outcomes of the efforts rather than the efficiency.

Example- The decision making in democracy may not be efficient but it is effective because of participation of all the stakeholders.
