Good governance implies efficient and effective governance system which protects the citizen interests and maintains the trust in the social contract that exist between the government and the governed.
Ethical governance implies not just efficiency and effectiveness, but governance must display high standards of morality like integrity, probity, compassion, impartiality, justice etc. It implies that government listens to people and is accountable to them. Other attributes of ethical governance are political stability and absence of violence, rule of law, proper regulatory systems and control of corruption.
In modern states, good governance and ethical governance concept is becoming synonymous.
