Bureaucracy is a collective term used for non-elected as well as elected executive and policy making group that runs the governance of a country.

Bureaucratic attitude is a word used in negative sense for the system of management/ administration which is characterized by undue delays, red-tapism, elitist tendencies, top down, rule obsessed and apathetic. Although the word is generally used to denote the attitude of public servants and government organizations, it can also be used to represent work culture in some private institutions.
